
The International Civil Aviation Organization (ICAO), in partnership with the Kenya Civil Aviation Authority (KCAA), is convening a Regional Seminar on Risk Assessment Awareness from 23 to 25 June 2025 at the EKA Hotel in Nairobi. This seminar is a significant initiative aimed at enhancing aviation safety across the region, with a particular focus on the challenges of operating civil aircraft over or near conflict zones.
Focus on ICAO Doc 10084 and Threat Intelligence Sharing
The seminar centers on ICAO Doc 10084, which provides guidance on risk assessment for civil aircraft operations in areas affected by armed conflict. By bringing together aviation stakeholders from across the region, the event seeks to:
- Strengthen inter-agency coordination among national and regional aviation authorities, airlines, and security agencies.
- Promote structured sharing of threat intelligence to ensure timely and effective risk mitigation for flights operating in or near conflict zones.
- Enhance understanding and implementation of international best practices for risk assessment, as outlined in ICAO Doc 10084.

Regional Collaboration for Safer Skies
Participants at the seminar include representatives from civil aviation authorities, air navigation service providers, airlines, and security organizations. The collaborative environment is designed to foster open dialogue on current and emerging threats, as well as to develop strategies for improved information exchange and operational decision-making.
This initiative reflects ICAO’s ongoing commitment to supporting member states in managing complex security challenges and safeguarding the safety of international civil aviation. The seminar also aligns with KCAA’s role as a regional leader in aviation safety and training, further demonstrated by its ongoing training programmes and partnerships with ICAO.
