NOTICE
PUBLICATION AND UPLOAD OF THE KENYA CIVIL AVIATION REGULATIONS, 2025

The Kenya Civil Aviation Authority (KCAA) hereby notifies all aviation stakeholders that twenty-nine (29) revised Kenya Civil Aviation Regulations, which have been published in the Kenya Gazette pursuant to the Civil Aviation Act, have been uploaded on the KCAA website. The publication of the Regulations marks a significant milestone in strengthening aviation safety, security, and regulatory oversight in Kenya

 

 

  1. prescribed by the Cabinet Secretary, comply with the requirements of the Regulations or cease such activities.

The Authority shall implement a structured transition framework to facilitate compliance. In this regard:

  1. Existing certificates, licences, and approvals shall remain valid subject to compliance within the prescribed transition period;

  2. Stakeholders shall be required to demonstrate progressive alignment with the Regulations; and

  3. Specific timelines and requirements shall be communicated through subsequent notices and guidance material.

 

Implementation Support and Enforcement

KCAA shall issue Advisory Circulars, Technical Guidance Materials, and Implementation Guidelines, and will convene stakeholder engagement forums to support effective implementation. The Authority shall also undertake enhanced surveillance, inspections, and audits to ensure compliance. Non-compliance shall attract appropriate enforcement action in accordance with the law and stakeholders are encouraged to liaise with the Authority for clarification and support during the transition period.

 

Regulations Pending Publication

KCAA further notifies stakeholders that the following nine (9) revised Regulations are at an advanced stage and are awaiting publication in the Kenya Gazette:

  1. The Civil Aviation (Aerial Work – General) Regulations, 2025

  2. The Civil Aviation (Aerial Work Operations – Agriculture) Regulations, 2025

  3. The Civil Aviation (Hot Air Balloon) Regulations, 2025

  4. The Civil Aviation (Fatigue Management) Regulations, 2025

  5. The Civil Aviation (Aeronautical Charts) Regulations, 2025

  6. The Civil Aviation (Aerodrome Design and Operations) Regulations, 2025

  7. The Civil Aviation (Approved Training Organizations) Regulations, 2025

  8. The Civil Aviation (Certification, Licensing and Registration of Aerodromes) Regulations, 2025

  9. The Civil Aviation (Surveillance and Collision Avoidance Systems) Regulations, 2025
