The Kenya Civil Aviation Authority amended the Civil Aviation (Security) Regulations, 2015 to incorporate new and emerging needs and requirements as well as new requirements in Amendments 15 to 17 of Annex 17 to the Chicago Convention on International Civil Aviation.
The revised regulations were subjected to stakeholder comments during a meeting held at Ole Sereni Hotel in Nairobi on 15th January 2020. One hundred and thirty seven (137) persons from various entities within the aviation industry attended the forum and gave their comments on various sections of the regulations.
Comments from the stakeholders (written and verbal) were consolidated and the matrix below provides the considerations and response or action taken by the Authority:-
The final text (incorporating stakeholder comments) was presented to Parliamentary Committee on Delegated Legislation, and at its sitting held on 18th November 2020, satisfied itself that the Civil Aviation (Security) Regulations 2020 (Legal Notice No. 128 of 2020) are in accord with the Constitution of Kenya, the Statutory Instruments Act (No. 23 of 2013), the Interpretation and the General Provisions Act (Cap. 2) and the Civil Aviation Act (No. 21 of 2013) pursuant to which they are made.
The full compliance with the new Regulations has been in force since 15th February 2021.
