Mr. Joseph Chebungei Kiptoo-BA (Econ-UON,) MBA (Moi), CPA (K)

Director Corporate Services, Kenya Civil Aviation Authority

Mr. Joseph Kiptoo has a Bachelor of Arts (Econ) from the University of Nairobi and an MBA from Moi University.

Hewas appointed as the Director Corporate Services in April, 2012. In June 2014 he was appointed as the Acting Director General a post he held until the appointment of the substantive holder in April, 2015. Previously Mr. Chebungei worked at the Kenya Medical Supplies Agency at Director Level for 13 months retiring in February, 2012. During his professional career he served in various professional and functional appointments, including Manager Finance KCAA (2008-2010), Manager Treasury Management Posta Kenya (2005-2007), Senior Accountant Posta Kenya (2000-2004) and Economist with Kenya Post & Telecommunication Corporation (1993-1999). 

Besides various skills and career development courses, he is also a Certified Public Accountant of Kenya and has a Financial Management qualification from ESAMI, attained in 2010. He is a registered Professional Accountant (CPA-K) with the Institute of Certified Public Accountants of Kenya (ICPAK).


 Captain Tom Ogenche- Director Aviation Safety Security and Regulation.

He has been the Director from 2016 to date. He joined KCAA in 2011 as a Flight Operations Inspector and an ATO Coordinator. He led a team of 22 inspectors in February 2016, to certify Jomo Kenyatta International Airport to attain Category One status.

Capt.Tom Ongeche was an airline pilot with Kenya Airways from 1989 to 2011 and has a Master’s degree in Business Administration from Moi University.


 Martin Kivui-Manager Human Resource and Administration

  • A Human Resource Management professional with over 18 years management experience in varied environments spanning the aviation industry, agricultural research, security and logistics.
  • Holds a Masters Degree in Human Resource Management from the Moi University, a bachelors degree from Kenyatta University and is a Certified Public Secretary of Kenya (CPSK).

 Mrs. Naomi Njambi Mwangi- Manager Personnel Licensing

She is a licensed air traffic controller, an ICAO TCB Personnel Licensing expert and ICAO CMA qualified Auditor, a CASSOA PEL working group member and a holder of an EMBA (aviation).


Col. (Rtd.) Iya Jillo Gababo- Mgr. Aviation Security

He served for over 30 years in the Kenya Defense Forces, mainly in the Intelligence Directorate. As Colonel, he was responsible for the formulation of Threat Assessment and Strategic Intelligence. After joining Kenya Civil Aviation Authority, Col (Rtd.) Gababo has done a number of relevant courses including National Inspectors course, Aviation security management course and ICAO Risk management course.

He is also a member of National Civil Aviation security committee’s subcommittee on Risk and vulnerability Assessment and is the secretary of the same committee. He holds a master’s Degree in international studies from University of Nairobi and a Bachelors (international Relations and Diplomacy) and honors’ (international politics) from the University of South Africa.


 Eng. Nicholas O. Odwar- Manager Engineering

He holds a Bachelor’s in science in Electrical and Electronics Engineering, from University of Nairobi; P.E, MIEK.


 Penina Njeri Nginyo Ngugi-Manager Airworthiness

She is a certified Airworthiness Inspector and an ICAO Endorsed Government Safety Inspector (Personnel Licensing, Course 18710) and she is responsible for conducting inspections and carrying out audit functions, preparing reports on inspections and auditing activities, enforcing compliance with regulations and directives, conducting cooperation with flight operation inspectors, action a safety International and Kenya Civil Aviation recommendations.

She is a certified Airworthiness Inspector and an ICAO Endorsed Government Safety Inspector (Personnel Licensing, Course 1870).

She joined KCAA in 2013 as an Airworthiness Inspector. Prior to joining the Authority, she had worked with Kenya Airways for 6 years as a Licensed Engineer.


 Nicholas Muhoya- Mgr. Air Transport

He holds a Bachelor’s degree in Aviation Management from the University of Dubuque, Iowa, USA and a Master’s degree in Aviation Management (Executive) from Moi University. He also has a Higher National diploma in Electrical and Electronic Engineering from Kenya Polytechnic (now Technical University of Kenya).

Muhoya has over 27 years’ experience in aviation. He joined KCAA in 2004 as an Airworthiness Inspector, rising to position of manager over the years. As a licensed Aircraft engineer, he has worked with Kenya Airways as a Senior Aircraft Maintenance (Certifying) Engineer for 14 years for various large and small aircraft.


Joseph Kariuki Maina- Mgr. Aeronautical Information Service

He has been the management representative from 1st January, 2010 to present. His duties include; KCAA ISO certification, implementation and maintenance.

As from 1998, he has instructed in East Africa School of Aviation on various AIS related courses, and is a professional Instrument and GNSS Procedure designer as well as a lead auditor in quality management systems.


 

Salim Ali Bakari- Acting Manager Corporate Communications

The Acting Corporate Communications Manager Salim Ali Bakari is a graduate of Moi University pursuing his post graduate Degree in communication studies.
He also holds a Bachelors in PR and Communication from the same university. Prior to this, he did a diploma in Journalism at the Kenya Institute of Mass communication.


Salim has a vast wealth of experience from both public and private sectors.


 

Mr. William Kitum- Manager Procurement.

  Mr. Kitum holds a Master of Business Administration (MBA) degree and a Bachelor of Arts degree in Economics, both from University of Nairobi .He is a full member of Kenya Institute of Purchasing & Supplies management (MKISM)) and Chartered Institute of Purchasing and Supplies (CIPS-UK).

He has over 13 years of experience in Supply Chain Management for Public procurement (Republic of Kenya), International procurement and World bank/Donor funded procurement procedures, where he is a procurement specialist in the Project Implementation team (PIT). He formerly worked with The University of Nairobi and Kenya Revenue Authority before joining KCAA.


 

Mr,Cyril Wayongo- Acting Corporation Secretary


Mr. Cyril Wayongo has 17 years of experience as a lawyer and is the acting Corporation Secretary (January 2017 to date). His substantive position is the Manager, Legal Services.      

He holds a Masters’ degree in Business Administration from Africa Nazarene University, Nairobi and a Bachelor of Laws (LL.B, Honors) from Moi University, Kenya.
